The Apollo effort was very expensive, but most of that money went back into the economy one way or another. The number of skilled scientists and engineers and all the support staff, industries developed, all the shop floor workers, the list goes on and on. A tremendous achievement. Were their problems with dodgy contracts, political kickbacks, corruption? I won't say no, in an operation of that scale I'd imagine there were, but most went to a good honest endeavor and those who made it happen.
