@jacklienke Great piece, Jack! FWIW, I think that we should prioritize better analysis of behavioral effects (not too different from non-transfer regs, as you note) + a standard value for net benefits of federal deficit changes, *without* offsetting taxes (I'm hoping to work on that soon!).
