According to Nicola, the fact that Scotland has done a higher proportion of people in care homes (and this is a slower and more labour intensive process) adequately explains the lack of acceleration in roll out visible below.

The Hearts documentary is incredibly thin, it offers no real insight whatsoever. Serves as a reminder of the money wasted on a Ben Hur sized cast of coaches and players. And not much else.
