Desvincular el acceso a la protección social del trabajo formal permitirá expandir el acceso a pensiones y beneficios sociales a millones de trabajadores informales y mejorar los incentivos de formalización al mismo tiempo. Es posible, y tiene un costo fiscal manejable.
