If you don't think enough people will vote blue, then it is a suicide pact where you are hoping some of the red people will actually sacrifice themselves to save you.

But if you reach the threshold, 49.9% of the other votes are irrelevant so red or blue doesn't matter.

At least in the original scenario you can push enough for an out, this is just straight up knowingly murdering 3 billion people. Blues can't come up with a scenario that doesn't threaten death to get cooperation.
