It slows down as a result. The bullet being weaker explains the fragmenting. It being designed to slow down explains the lack of exit.

The odds of a soft point bullet not leaving an exit wound when hitting bone are between 15-35%. This is science and backed by facts

The odds of a human vertebrae fragmenting a 30.06 shot at 140 yds…….pretty much implausible without breaking his neck or blowing off his head. I will never be convinced Charlie was shot w/30.06

Entry wounds are always about the same size of the actual bullet fired. It's not shocking the entry wound is small. Your hill doesn't have a lick of proof behind it
