The ones who illegally kill animals for their ivory or horns and let the rest of the animal waste? Shouldn't they be treated worse than someone who gives thousands to conservation?

For instance, some pretty horrible things are legal in some countries (i.e. age of consent being 16 so a parent has no control over a grown man being with their child is a dirty law).
