Why not? President Trump has the authority to close foreign bases and withdraw Troops whenever he wants. President Trump has the Authority to withdraw from NATO and suspend all funding. The withdrawal process takes a little while due to it's structure in the treaty, but nothing stops America from leaving. The Funding ends the day he issues the order. We take our military equipment with us, sell it, or destroy it.
