I think it should be legal, and that there aren’t many negative impacts from smoking the dope responsibly, but saying it has no negatives is objectively false. You could *maybe* argue it causes no physical harm.

The only negative affects it can have is on someone who already has underlying mental health issues and it can amplify it. That’s literally it.
