Fox took the words "appropriate efforts" as support. There is no mention of warships, naval deployments, military operations, or reversing prior refusals to send forces. "Appropriate efforts" and "preparatory planning" are classic vague diplomatic phrasing — not a firm pledge of ships or combat support.
