Basically Frank Oliver Kpodo worked at the Ministry of Defence as Director of Procurement. For 29 months, that’s almost 2 and a half years, he was receiving over GHS14 million every single month in salary. He did little to no work. That’s GHS427 million total. To one person. To put that in context, the entire Ministry of Transport’s budget for the year is GHS151 million. This man collected nearly 3x that. Alone. In salary. And he’s not the only one. The Auditor-General found over 6,000 government workers collected GHS800 million in unearned salaries. But Kpodo alone took more than half of the entire amount. Experts say this doesn’t happen alone. Frank Oliver Kpodo was at the time serving as Director of Procurement at the Ministry of Defence. His unearned salaries featured prominently in a recent report by the Auditor-General on the processes by which government employees were paid from January 2023 to June 2025. The report details a near-broken system leaking money to thousands of civil servants, most of whom had done little to no work over the period. The Auditor-General reported that more than 6,000 government employees received more than GHS800 million in unearned salaries, but Mr Kpodo alone allegedly received more than half of this amount – that is, GHS427 million. NDC promised us paradise. We voted. Now we’re asking for it. Instead of answers they call us NPP. NPP did the same thing. Promised us paradise. We voted. When we asked, they called us NDC. Both of them promised to end galamsey. Both of them watched our rivers die. The Pra is gone. The Ankobra is gone. The Bonsa was shut down in January 2025 because the water was too poisoned to treat. Same script. Different actors. Same suffering. We’re getting tired of being insulted every four years for asking for what we were promised.

Ghana wrote a law in 2003. Simple law. Every government contract must be open for competition. Anyone qualified can bid. Best price wins. Taxpayers get value for money. That’s the law on paper. Here’s what actually happens. This year, journalists at The Fourth Estate filed a formal request under Ghana’s Right to Information Act to get contract documents from the Roads Ministry. The Ministry said no. They had to appeal. Eventually the data came out. What did it show? 107 road contracts. GH₵73 billion of your money. Not one, not a single one was awarded through open competitive bidding. Not one. When NPP was doing this, NDC was on every platform screaming corruption. Now NDC is doing it and NPP is on every platform screaming corruption. The script never changes. Only the actors swap seats. And you only found out because journalists refused to take no for an answer. If the government was proud of how they spent your money, the data would already be on their website. It isn’t. That tells you everything. 👍🏾
