Report on the 21st of May 2025 Review of the UTME 2025 Resit
Venue: JAMB Headquarters, Abuja
In attendance, alongside the Chief External Examiners (CEEs) from all states, were Senator Shehu Sanni, Educare, and two others.
The Registrar commenced the meeting at 10:00 AM, reiterating the agenda: to brief, update, and review the examination and all arising matters.
He reaffirmed that the UTME is a placement examination.
It was reported that the resit recorded a 95% attendance rate. He further noted that all absentees would be rescheduled to retake the exam.

**On the Issue of Underage Candidates**
The Registrar stated that a previous total of 456, now raised to 597, underage candidates were ranked for “gifted” consideration and would undergo further verification. He defined an underage candidate as anyone who would be less than 16 years old by October. He opened the floor for deliberation on whether the results of the remaining candidates (underage) should be released or withheld. A consensus was reached to release all such results for *this sitting only*, with a stipulation that higher institutions must uphold the regulation regarding minimum admission age.

**Other Submissions and Notable Suggestions**
Among several recommendations, the former Minister of Aviation, Hon. Osita Benjamin Chidoka submitted that JAMB, in addition to its internal teams, should consider engaging third-party companies periodically to assess their ICT infrastructure and ensure they are consistently fit for purpose.
Reports of examination malpractices were presented, with various mitigation measures proposed, including result cancellations, counselling, and other corrective/deterrent actions.

**Second Section of the Gathering – Result Review**
Five CEEs and Educare were nominated for the result review committee, including representatives from Lagos, Anambra, and three other states.
The review focused on the following areas:
* **Data Integrity Checks**
* **Result Computation Validation**
* **Anomaly Detection**
The Registration Scheme was reviewed and showed consistent accreditation and reaccreditation of exam centres. It also confirmed the implementation of an integrated candidate eligibility check, which, among other criteria, flags candidates based on age and advises on the appropriate form to purchase.

**Exam Monitoring Observations**
We assessed the systems in place for monitoring the examination, which included:
* Biometric attendance tracking for both staff and candidates
* Help lines and a ticketing platform
* Candidate counselling/emergency groups
* A dedicated WhatsApp group for coordination
We verified that the system accurately recorded:
* The number of centres that downloaded examination schemes
* The number that uploaded them after the exams
* The number that failed in both processes
Across all reviewed sessions, downloads were complete, and uploads were near perfect—with only 2 to 7 failed uploads on average observed across 317 - 512 sessions. These failures were already *force rescheduled*.

**Result Review Outcomes**
At this stage, we had reasonable grounds to proceed with reviewing the results.
We began with the official report, which indicated a significant improvement in results outcomes across randomly sampled centres and states, where performance was previously low.
We cross-validated the results using our sample data, which confirmed more than double the previous scores in most cases.
For further analysis of sample candidates who performed poorly in the resit, we had their previous submissions remarked, and revealed marginal similarity, indicating authenticity.
Overall, the review indicated that a reasonable number of candidates who participated in the resit scored above 200, with samples ranging from 66% (146/221) to 72% (127/177).
The whole review ended at around 5:15 PM.
