@benmschmidt I also wonder about the psychology of being an internal review board; conflation of the review and the decision feels problematic to me (sort of like collapsing distinction between attorneys/judges/jury)

Serious question: wouldn't it be better if the editorial board for every journal/press *were*, exactly, its peer review pool? Why is it desirable to have people with no investment in a journal's quality serve as reviewers? Doesn't this just encourage bad work/bad reviews?
