Two hundred years after the Amphictyonic Congress of Panama, scholars and policymakers gathered in Panama City to revisit the roots – and future – of Latin American democracy. The Kellogg Institute, in partnership with the Panamanian Ministry of Foreign Affairs and @UNAM_MX, convened an international symposium exploring how the region’s “bicentennial republics” continue to shape global democratic practice. From coalition presidentialism to parity democracy, participants highlighted Latin America’s long tradition of institutional innovation – and its relevance for today’s challenges. New episode of Global Stage 🎙️ Why do major infrastructure projects – highways, subways, refineries – so often begin with big political momentum but fail to reach completion? Alisha Holland of Harvard University joins Kellogg Doctoral Affiliate Patrick McQuestion (@plmcquest) to explain how infrastructure contracting has transformed political incentives across Latin America. Her research shows that the move from state-built public works to privately contracted projects changed how politicians benefit from infrastructure – shifting from patronage jobs to lucrative contracts that can finance campaigns. The result: ambitious projects may start quickly, but stronger oversight institutions and citizen participation can slow or stall them.
