No surprise here: Foreign companies have only registered 0.5% of generative AI algorithms in China, and none of those are bleeding edge. Geopolitics and China's internet regulations are significantly dampening foreign involvement. 9/9

State-affiliated entities hold approximately 22% of the generative AI licenses issued in China, but China’s big telecoms – notably China Mobile – appear to be the only central state-owned enterprises doing genuinely innovative generative AI development. 8/9

@pstAsiatech @ChinaLawTransl8 @miltonmueller I have a question for ya'll: Isn't framing this as a forced divestment, rather than a ban, an intentional move to sidestep any legal challenges to the bill based on First Amendment rights? Gallagher keeps loudly stating he's not banning Tiktok, I presume for this reason.

@ChinaLawTransl8 @miltonmueller Yes, the free speech element here, which led US courts to strike down August 2020 attempt to ban app, are still there and not clear the bill provides any new authorities or changes anything in this regard.
