When the SLPP Government promised to "deliver," shortages of essentials like electricity and fuel weren't what the public had in mind. This isn't delivery, it's a failure to meet basic expectations. Bottom line is clear: the Government has failed, and the people deserve better.

Read my question again. I want to know how failure is measured so we can use it as a benchmark to measure other governments.
