He has said many vile things that could stir up tribal tensions in the past and got away with it. People get abducted and arrested for lesser things because of disregard for law and human rights. The DSS never publicly acknowledged it because they know it is wrong, but he was made to apologize to the US embassy in his public statement on Twitter.
