No one will agree to be an Accounting Officer. The provisions of PFMA holding a Director General for the nefarious conduct of junior staff or surbodinates is UNCONSTITUTIONAL. For the first-time, just like the Riotious Act, the PFMA draconian provisions must be tested against the Constitution. This law in that particular regard is UNCONSTITUTIONAL. @SAPoliceService commissioner should test the constitutionality of the provisions leading to his charges before pleading. I was a CFO for many many years. Accounting Officers have little or nothing to do with procurement. The ACT is UNCONSTITUTIONAL. YOU CANNOT LEAVE RUNNING AFTER CRIMINALS to be grounded to monitor Bid Committees & naughty staff. The ACT is vulnerable to abuse for all manner of reasons.

Sad and unfortunate how this has played out. I remember meeting #FannieMasemola as Deputy National Commissioner responsible for Policing, when I produced for Bob MABENA at Kaya. Liked how he was always welcoming and didn’t mind to be directly contacted for interviews over years.
