The new KeNHA Director-General Luka Kimeli has been linked to questions over the award of a multi-million shilling tender to a Somali contractor. The allegations, coming soon after his confirmation in office, raise concerns about possible abuse of office and breaches of procurement rules.
It is claimed the deal was coordinated from his office with the help of officials in the procurement department, allegedly working with contractors for kickbacks. If true, the arrangement may have denied taxpayers value for money and led to loss of public funds.
There are also concerns that regulators have not acted on the alleged irregularities surrounding the tender award.

Kenya and the European Union enjoy longstanding, deep and broad bilateral ties.
This morning, I met with the European Union Special Representative for Human Rights, H.E. Kajsa Ollongren.
Our discussions centred on ways of enhancing our collaboration on advancing human rights, democratic governance, and strategic cooperation on a number of areas including security.
I apprised H.E Ollongren of our many programmes geared towards citizen inclusion, robust democratic culture, an independent judiciary, strong oversight institutions and a vibrant civil society.
We also discussed our ongoing modernization of the National Police Service and thanked the EU for their support on capacity building and digitization of the criminal justice system.
H.E Ollongren congratulated Kenya on its election to the UN Human Rights Council, a position she said will strengthen our role in regional security and stability.
Present were the EU Ambassador to Kenya H.E. Henriette Geiger, Principal Administrative Secretaries in the Ministry Beverly Opwora and Jacob Narengo, Secretary Administration Thomas Saka, Independent Policing Oversight Authority Commissioner Dr Annette Mbogoh and representatives from the Ministry of Foreign Affairs and the National Police Service.

Anonymous petitioners have placed Kenya Wildlife Service Director General Dr Erustus Kanga at the centre of a fresh complaint to the Ethics and Anti-Corruption Commission, accusing him of presiding over a climate of intimidation, sabotage of reforms and dirty procurement games instead of professional leadership.
In their confidential dossier, the whistle-blowers say Dr Kanga has personally overseen the undermining of the review of the Wildlife Conservation and Management Act by using wardens to disrupt public participation meetings, threatening staff who support the reforms and allowing open campaigns against the process even though it is an official government initiative. They describe KWS under his watch as a “one-man rule” outfit marked by weaponised transfers and promotions, politicisation of the Service, ethnic capture of key parks, discrimination against women and marginalised staff and deliberate hostility towards donors and partners who are smeared and pushed out instead of treated as allies.
The petitioners further allege that formal committees and institutional checks are being bypassed or manipulated, and that commercial cartels have been allowed to creep into protected areas such as Tsavo, Kora and Meru/Bisanadi through mining and other deals that weaken conservation and community interests. They say this is not happening by accident, but under a leadership style that rewards loyalty over competence and punishes anyone who questions decisions.
They also flag the Sh740 million staff medical insurance tender as a key example of questionable governance on Dr Kanga’s watch. They point to a ruling by the Public Procurement Administrative Review Board which found that KWS evaluators relied on a forged authorization letter, purportedly from Jubilee Health Insurance, to disqualify the company from the bidding process, and that while the winning bidder initially quoted about Sh710 million, the figure in the final award letter had been mysteriously pushed up to Sh740 million, prompting the Board to nullify the award and order a fresh evaluation of the tender.
Taken together, the whistle-blowers argue, the internal dossier and the procurement watchdog’s findings paint a picture of systemic abuse of office around Dr Erustus Kanga. They are asking EACC to open a direct probe into his conduct, subject the contested tenders and other contracts to forensic audit, protect insiders who come forward with evidence and, where wrongdoing is proved, ensure that responsibility is placed on individuals rather than quietly written off as “institutional mistakes.”
