In 1982, when Diego Maradona was 21 and playing for Boca Juniors, Arsenal (managed by Terry Neill) came very close to signing him in what would have been a record-breaking deal reportedly worth around £4 million. Maradona himself publicly expressed interest, telling newspapers "I want to play for Arsenal" and later reflecting that he was a fan of the club's style of play.
The move was ultimately blocked by the Football Association (FA)-specifically through its League secretary Graham Kelly and the Management Committee. The key reason was a policy restricting work permits for non-European players. At the time, the FA did not want to grant work permits to foreign players from outside the European Economic Community (EEC) for a period of two years, aiming to limit the influx of overseas talent.
Arsenal explored creative ways around the financial side (including sponsorship to cover fee), but the FA explicitly vowed to block any such move.
