this continues to be something where different people really are just using the words differently. teachers think you're crazy if you try to explain it's not banned if you can still buy it on amazon.
but from the perspective of a teacher or librarian, the ban lands directly on them. they want to talk about a book or encourage kids to read it and they're not allowed. it feels natural for them to conceptualize this as a ban. it also feels to them like censorship because they want to teach something and the state is telling them no.
