James Wan and Leigh Whannell didn't wait for a studio to greenlight Saw.
Because they couldn't get one to. No one would buy the script.
Armed with a terrifying concept and just $5,000 of their own cash, they shot a brutal short film to prove their vision worked.
They took that DVD to LA, let the work speak for itself, and launched a billion-dollar horror franchise.
The fact that all they heard was no didn't stop them and it shouldn't stop you.

Also should add that it is basically $1,000 just for the application for a permit. No matter your budget. And yes, this includes in your own home with a crew of two.

While I have you, here’s a short we shot in LA with no permit because FilmLA quoted us $1400 to shoot on a friend’s private property with a skeleton crew for 8 hours.

Agreed. And confirming this is 100% accurate. Film LA seems to go out of their way to keep you from even attempting to shoot here. I now spend months out of state shooting in places with no real film infrastructure, but it's still cheaper to fly / house crew than to film in LA.

If you call Film LA, the very first option is to report a production you think should be shut down for not having a permit. The third option is to try and get a permit. If you don't get your application in my 10am a week before the shoot, they will not process your application. Not 10:05, not 12pm. Must be in by 10am. When you speak to the person at Film LA, they truly sound like they don't even want you to shoot there. I hope whoever our next mayor is shuts down Film LA and makes it free and easy to get a permit. LA has the best crews, the best casts, the best weather. It shouldn't be cheaper and easier to fly to Oklahoma and shoot there than it is to shoot at home. It's time to bring filmmaking back to LA.
