2/2 per Law 20.4.2.8, it's a dead ball if the bowler "drops the ball accidently before delivery". Although Halliday didn't literally drop the ball, this law is usually invoked if the ball leaves the bowler's hand before usual release point. Marginal call but probably right.

1../ At 18.3 overs in the Sri Lanka innings, the TV commentators were understandably confused by Kim Cotton's call of dead ball when Brooke Halliday delivered a high loopy full toss which somehow made it to the other end. This looks to have been the correct call @kmarty01.
