Hold Marcos and Duterte accountable for corruption The truth is out in the open. Zaldy Co’s testimony confirms what farmers and ordinary Filipinos have long known: Ferdinand “Bongbong” Marcos Jr. is at the center of the corruption-infested national budgets. As the one who drafts the National Expenditure Program, signs the General Appropriations Act, and controls the release of public funds, Marcos cannot pretend to be innocent or blameless. He is responsible for the flood control scam and the billions funnelled into corruption-laden projects under his watch. We also refuse to let Duterte’s camp and allies weaponize the people’s outrage to advance their own self-serving agenda. VP Sara Duterte must also be held liable for her brazen misuse of confidential funds and the bloated, unaccountable budget of the Department of Education during her term as secretary. No amount of political maneuverings can erase the fact that both dynasties have treated the national treasury as their personal bank accounts. The Marcoses and the Dutertes are two faces of the same rotting system: political clans fattened by plunder, protected by cronies, and emboldened by impunity. To single out only one faction is political opportunism that shields the equally guilty party. The people’s anger is directed at all those who masterminded, facilitated, and benefited from large-scale corruption, presidents, vice presidents, cabinet officials, legislators, contractors, and dynasties who colluded in broad daylight. We also reject the implied narrative coming from certain political factions that Marcos is the “lesser evil” compared to Duterte, just as we reject the dangerous illusion that we must choose between them. We will not side with either despical camp in their factional struggle for power. We will not allow any political force whether Marcos or Duterte to hijack the people’s demand for truth, accountability, and justice. The reported plan of certain religious blocs to pressure Marcos into resigning in favor of Sara Duterte is merely another elite scheme to reshuffle power while keeping corruption intact. There must be no compromise, no deal-making and no selective outrage. Filipinos must hold both Marcos and Duterte accountable. On November 30, Bonifacio Day, Filipinos will once again gather in Luneta and in communities across the country to assert the people’s real alternative: genuine democracy, real accountability, and a fundamental release from the dynastic rule that has bled the nation dry. Farmers, workers, women, youth, and all oppressed sectors must continue exposing, opposing, and fighting this bankrupt political system that exists only to enrich those in power. ###

SC ruling is a direct protection for Sara Duterte — KMP The Kilusang Magbubukid ng Pilipinas (KMP) strongly denounces the recent Supreme Court decision declaring the articles of impeachment against Vice President Sara Duterte as unconstitutional. The ruling is a blatant move to shield Duterte from accountability and halt the impeachment process — not only now, but effectively until February 2026. “This rewriting of the impeachment rules is impunity disguised in legal jargon,” KMP said in a statement. The Supreme Court cited a violation of the constitutional "one-year rule ban" and alleged due process issues, stating that multiple impeachment complaints were filed within one year and that VP Duterte was not given the opportunity to respond to the allegations. According to the Court, this invalidated the articles of impeachment and stripped the Senate of jurisdiction to proceed with a trial. KMP argued that this decision is part of a broader, calculated effort by the ruling elite to protect one of their own. “From Malacañang to the Senate, and now the Supreme Court — all institutions have worked in unison to block the impeachment. It's a clear indication of the rot within the system, which they are desperate to preserve,” the group said. The peasant movement emphasized that more than technicalities, the core issue is Sara Duterte’s misuse of Php612.5 million in confidential funds and the chronic failure to hold her accountable. “The Supreme Court’s decision creates new legal hurdles that make an already difficult accountability process nearly impossible. It favors bureaucrat capitalism and protects those in power from public scrutiny,” KMP added. KMP is calling for broad, united, and militant actions before and after the State of the Nation Address (SONA) to demand accountability from the Marcos-Duterte regime. “We must reject this puppet, fascist, and disastrous regime. Hold Marcos accountable. Convict Sara Duterte now,” the group concluded. ###

Since May, the U.S. military has launched at least three simultaneous joint exercises on Philippine territory: Kamandag (May 26 to June 6) Held in Batanes, Capas (Tarlac), Burgos (Ilocos Norte), Palawan, and Tawi-Tawi. Featured the use of HIMARS and NMESIS, including the ROGUE Fires Carrier, an unmanned vehicle armed with Naval Strike Missiles. Involved 2,031 U.S. Marines and 2,028 Philippine troops. Military forces from Japan, South Korea, and the UK participated, while France, Canada, Bahrain, Australia, Indonesia, Thailand,and the Netherlands served as observers. Kasangga (May 19 to June 24) Launched at the 4th Infantry Division camp in Cagayan de Oro, now ongoing in Camp Kibaritan, Kalilangan, Bukidnon. Involves 90 Australian and 140 Philippine soldiers. Salaknib Phase 2 (May 19 to July 20) Ongoing in Northern Luzon, aimed at strengthening operational integration between the U.S. and Philippine Army units. KMP lambasted these war exercises that are aimed at preparing Philippine territory and the people for combat roles in a U.S.-China proxy war. “Farmers outrightly reject the lie that these war games are for the protection of our national security. These war exercises violate our national sovereignty and turn our lands and waters into battlegrounds. Farmers and fisherfolk are displaced by field exercises and artillery fire; rural communities live in fear of surveillance, encampment, and forced evacuation.These military operations disrupt livelihood and heighten tensions that could trigger real conflict,” Manalo concluded.

We strongly support the motion of the Senate Minority to convene the Senate as an impeachment court. This is a necessary step to uphold accountability and the rule of law. No public official, especially at the highest levels of the judiciary or executive, including Vice President Sara Duterte, should be above scrutiny. For farmers and ordinary Filipinos who have long suffered from political abuses and elite impunity, the impeachment process is a venue to demand truth, accountability, and justice. The people deserve transparency and justice. We call on all Senators to act with integrity and put the interests of the nation above political alliances. We support the formal motion raised by Senate Minority Leader Koko Pimentel and seconded by Deputy Minority Leader Risa Hontiveros for the Senate to immediately convene as an impeachment court. The detailed steps outlined—beginning with the suspension of legislative business, the oath-taking of the Senate President as presiding officer, down to the reading of the Articles of Impeachment and issuance of the writ of summons—represent a firm and Constitutionally grounded move to ensure that accountability mechanisms are not derailed or delayed. The impeachment process is not just a procedural motion; it is a call to restore public trust in democratic institutions at a time when impunity has taken root at the highest levels of power. Marcos Jr. is the biggest obstacle to VP Sara’s impeachment trial — farmers On the update that the Senate will not expedite VP Sara Duterte’s impeachment trial, the Kilusang Magbubukid ng Pilipinas (KMP) said the decision to abandon the impeachment trial is a clear act of collusion among those in power to suppress accountability and keep the truth from the Filipino people. The reported orders from President Bongbong Marcos Jr. to silence the House of Representatives impeachment endorsers and prosecutors, even as some in the House leadership are said to have opposed it, is not just a blow to the impeachment process but a direct attack on our democratic institutions. KMP Chairperson Danilo Ramos said, “President Marcos Jr. is the biggest obstacle to holding the impeachment trial. His role in halting this vital democratic process cannot be denied, and he must face the strongest condemnation and protests from all of us.” Ramos emphasized that the impeachment trial must proceed so that the public will see who truly stands for accountability and who wants to bury the truth. The statement came as Senator Koko Pimentel reportedly plans to speak on the Senate floor, demanding that the impeachment trial proceed and be put to a vote. "Hindi pwedeng walang mangyari sa kasong impeachment kay VP Sara Duterte. Authorities must ensure that those involved in the misuse of funds face legal consequences.” The impeachment complaints raise serious and legitimate issues that cannot be ignored. One of the core allegations is the grave misuse and abuse of confidential and intelligence funds by Vice President Sara Duterte. These funds, which amount to billions of pesos, were allocated to fictitious individuals without clear and transparent processes and are widely believed to have been spent for personal or political purposes rather than for the intended national security. Ramos also pointed out that the misuse of confidential funds is not an isolated incident but part of a broader pattern of corruption under the previous Duterte administration. He recalled that even during Rodrigo Duterte’s presidency, confidential and intelligence funds were used without proper oversight and accountability.   The KMP strongly asserts that these issues are not minor or trivial. Misusing public funds undermines accountability, public service and betrays the trust of the Filipino people, especially the farmers and rural communities who suffer most from lack of support and social services. If these are left unchecked, it will embolden further corruption and abuses of power. Ramos concluded, “The misuse of confidential funds is a direct theft of the people’s resources and a betrayal of public trust. The Filipino people must stand united and raise the loudest protests to demand the continuation of the impeachment trial. We must hold President Marcos Jr. and his allies accountable and defend our democratic rights.” We call on all democratic sectors, organizations, and individuals to join the upcoming protests and actions. Zero vote sa mga Villar, tubig para sa taumbayan! Palpak na serbisyo at napakamahal na singil ng PrimeWater kinondena Mariing kinondena ng Kilusang Magbubukid ng Pilipinas (KMP) at Alyansa ng Magbubukid sa Bulacan (AMB) ang patuloy na palpak, perwisyo at mahal na serbisyo ng PrimeWater Infrastructure Corp., isang pribadong kumpanyang pagmamay-ari ng pamilyang Villar. Bilang tugon sa kabilaang reklamo laban sa kumpanya ng tubig na tinatawag ding “Crime Water”, sumama ang KMP at AMB sa kilos-protestang pinangunahan ng Water for the People Network sa harap ng punong-tanggapan ng PrimeWater sa Mandaluyong City ngayong araw. Nagsama-sama ang mga magsasaka, urban poor, mga kababaihan, mga kawani ng gobyerno, at iba pang sektor upang ipanawagan ang kagyat na pagbabasura sa mga JVA ng PrimeWater at ang pagbabalik ng kontrol ng serbisyo ng tubig sa mamamayan. Sa mga bayan ng Calumpit, Malolos City, Marilao, at San Jose del Monte City sa Bulacan, maraming residente ang nagreklamo tungkol sa kakulangan ng suplay ng tubig at mahinang suplay ng tubig mula nang kunin ng PrimeWater ang kanilang mga water district. Ayon sa KMP, ang pagsasapribado at pangangamkam ng PrimeWater sa serbisyo ng tubig ay nagdudulot ng matinding dagok sa mga konsyumer ng tubig. Anila, malaki ang epekto ng kawalan at taas-presyo ng tubig pang-araw-araw na gamit ng mga komunidad. Ang tubig na para sa mga irigasyon, inaagaw ng Prime Water. “Walang ibang layunin ang PrimeWater kundi pagkakitaan ang batayang serbisyo na tubig. Pinataas nito ang singil sa tubig, binawasan ang kalidad ng serbisyo, at winawalang-bahala ang karapatan ng mamamayan sa abot-kayang at maaasahang suplay ng tubig,” pahayag ni Ronnie Manalo, pangkalahtang kaliim ng KMP. Idinagdag ng KMP na maraming lokal na water districts ang nalugmok at nabaon sa utang matapos ipailalim sa kasunduan ng Joint Venture Agreement (JVA) kasama ang PrimeWater. Ani Manalo, “Pinapatay ng PrimeWater ng mga Villar ang pampublikong serbisyo para lamang sa limpak na kita. Dagdag pasanin ito sa magsasakang matagal nang biktima ng kawalang suporta sa agrikultura, hindi nakakatamasa ng libreng serbisyong irigasyon, nagbabayad pa ng napakamahal na tubig ng PrimeWater.” Nasa P18.90 per cu.m hanggang P26.85 per cu.m ang singil ng kumpanya sa residential rates depende sa lugar. Mas mataas pa ang singil sa industrial/commercial rates na tubig. Nasa 124 syudad at munisipalidad ang Prime Water sa 36 na probinsya sa bansa. Sa harap ng protesta, muling iginiit ni Manalo: “Sawang-sawa na ang mga magsasaka at mamamayan sa pagsasamantala ng PrimeWater. Hindi dapat maging negosyo ang tubig na nagbibigay ng buhay. Panahon na para tapusin ang ganitong pandarambong at ibalik ang tubig sa mamamayan—hindi sa bulsa ng mga oligarko.” Patuloy ang panawagan ng KMP para sa pagpapatibay ng serbisyong pang-irigasyon at suplay ng malinis na tubig sa kanayunan bilang pundasyon ng tunay na reporma sa lupa at kasarinlan sa pagkain. Ilan sa mga nailista ng KMP na kasalanan ng Prime Water sa mga konsyumer nito ang mga sumusunod: > Sa San Jose del Monte City sa Bulacan, bumagsak ang netong kita ng water district mula Php187.5 milyon noong 2015 sa negatibong Php5.3 milyon noong 2020, matapos ang joint venture agreement (JVA) sa PrimeWater noong 2018. > Sa Meycauayan, Bulacan, bumaba ang assets ng water district mula Php159.2 milyon noong 2017 sa Php134.4 milyon noong 2018, kasabay ng pagtaas ng non-revenue water sa 36.12%, na nagresulta sa Php50.55 milyong pagkalugi. > Sa San Fernando, Pampanga, nabigo ang PrimeWater na tuparin ang 28.9% ng kanilang obligasyong capital expenditure (capex) noong 2022, na nagkakahalaga ng Php34.1 milyon. > Sa Angeles City, Pampanga, humigit-kumulang 70,000 konsyumer ang naapektuhan ng mababang presyon ng tubig at hindi inaasahang water interruptions, kasabay ng pagtaas ng singil at pagdaragdag ng 12% VAT. > Sa Cabanatuan City sa Nueva Ecija, nagkaroon ng pagtaas ng 12% sa singil sa tubig kahit na bumaba ang kalidad ng serbisyo, na nagdulot ng Php28.6 milyong pagkalugi sa water district. > Sa Santa Cruz, Laguna, inireklamo ng mga residente ang maduming tubig na may “kulamod” o jelly-like substance, na sinisi ng PrimeWater sa kontaminadong pinagkukunan ng tubig mula sa Laguna de Bay. > Sa Daraga, Albay, nagreklamo ang mga residente na lumobo ang kanilang bayarin sa tubig matapos ang pag-takeover ng PrimeWater sa lokal na water district. Ayon sa mga ulat, tumaas ang buwanang bayarin mula Ph400 hanggang halos Php1,200, ngunit hindi umano bumuti ang kalidad ng serbisyo. > Sa Bacolod City, Negros Occidental mula sa dating average na Php100 milyon kada taon, limitado na lamang sa Php35 milyon ang kita ng water district sa ilalim ng JVA, ayon sa Commission on Audit (COA). > Noong 2018, nagsampa ng reklamo ang Metro Iloilo Water District (MIWD) laban sa dating alkalde ng Iloilo City at walong miyembro ng konseho ng lungsod dahil sa umano'y iligal na pagbibigay ng prangkisa sa PrimeWater. > Sa Malaybalay, Bukidnon rin, nakolekta ng PrimeWater ang Php111.7 milyon mula sa mga konsyumer noong 2022, habang ang water district ay nawalan ng kontrol sa operasyon at kita. > Gayundin, sa mga syudad ng Bacolod at Malaybalay, kinuwestyon ng Commission on Audit ang legalidad ng mga JVA dahil sa kawalan ng feasibility study, konsultasyon, at posibleng paglabag sa Presidential Decree 198 at Anti-Graft and Corrupt Practices Act. > Magpa-file din ng House Resolution si Gabriela Women’s Party Rep.
