I chose Gaara because in the war he was moving desert-scale sand, fighting multiple Kage-level Edo Tensei + stalling Madara without a tailed beast anymore, and we never saw him say he's out, collapse, or slow down noticeably. No dramatic "chakra exhaustion" scenes like Naruto, Kakashi, or other Kage get. His efficiency + raw reserves let him keep going when others tap out.
