In the Global AI Worthiness Index, AI Worthiness measures a country’s capacity to develop, govern, and deploy AI systems in ways that are trustworthy, accountable, and aligned with the public interest. It captures the balance between capability and responsibility, assessed across four pillars: Standards & Governance, Talent & Research, Adoption & Public Value, and Resources & Infrastructure. France’s position at the top of the global ranking is driven by the coherence of its AI ecosystem. Strong governance frameworks, deep research capacity, and sustained investment in talent are matched with structured public-sector adoption and standards-based oversight. This alignment places France at the forefront of what the Index defines as worthy AI leadership. GAWI starts from a different premise: AI readiness measures capability. AI worthiness measures capacity with direction. GAWI is not another index about how fast countries move.
