My first experience with health policy while working at CMS was the realization that there are a finite number of health policy ideas that are retried every 10-20 years, often when the last person to try it either retires or misses two conference calls in a row.

Excellent critique of a candy coated standard of American classical composition. Never thought about it being the beginning and end of jazz in classical composition, but gives me more of an understanding view of what Stanley Crouch tried to do a half century later
