Ease of Governance and Compliance To promote planned development and improve ease of doing business, the Government has introduced auto-conversion in Master Plan areas. Earlier, even lands falling within the Master Plan required separate conversion, despite the concept of “deemed conversion.” This process typically took 4–6 months and often led to delays, harassment, corruption, and increased costs due to middlemen. These inefficiencies ultimately burdened site buyers and brought disrepute to government institutions, particularly the Revenue Department. With the rollout of auto-conversion in GBA, the Revenue Department has taken a decisive step to: •Eliminate delays and harassment •Reduce corruption and discretion •Cut development costs and timelines •Promote transparent, time-bound processes This reform supports faster, legal, and more affordable land development, benefiting both developers and public site buyers.

Auto-Conversion of Land in GBA: A Major Governance Reform The Government has done away with the requirement for separate land conversion in areas covered under the Published Master Plan (CDP) within the GBA. Landowners who are developers can now directly apply for plan approval as per the Master Plan, and land conversion will be carried out automatically as part of the plan approval process. As per the Master Plan provisions, conversion from B Khatha to A Khatha for existing individual property owners is also now enabled by law, bringing significant relief to lakhs of GBA B Khatha site owners.

Two Irrigation Projects of Hassan Dist approved in the Cabinet. Yesterday the Cabinet gave approval to two projects of Hassan District. Both the projects were long pending demands from locals. Both are under the irrigation department. Arsikere MLA Sri Shivalinge Gowda and local public had requested for Gandasi Hobli Kenkere and 20 other tanks by lifting water from Hemavathy. Hon CM and DCM had directed the subject to be placed to the Cabinet. In order to meet the water requirements in this dry belt, Cabinet has given administrative approval to the project at a cost of ₹32 cr. At the same time Cabinet also gave administrative approval to rejuvenation Allapattana Lift Irrigation Scheme in Arakalagudi Taluk. The existing project is facing repeated repairs, failures of pumps, raising main, and canals. It is proposed to replace pumps, motors, pipelines and other repairs. Cabinet has approved the project at a cost of ₹ 11.50 Cr. Two projects of Hassan district with total expenditure of ₹ 43.50 Cr were approved by the Govt. Bhoomi was the first land record digitisation program not just in India, but across the entire developing world. It was recognised as a model for other states and countries by World Bank and many international agencies. Karnataka has the pride of innovator and role model for this landmark initiative for administrative reforms in governance with the use of technology. Bhoomi Project has completed 25 years. What started as digitization of just the Record of Rights of land ( RTC), heralded a series of technology based initiatives to modernise property records and management. It continues to inspire never ending pro-people governance measures across India. It is Karnataka’s legacy and contribution to entire country. 25 years is a monumental milestone in the ongoing journey. We proudly cherish and salute Bhoomi and people who made it possible along the way. May it continue to inspire us to relentlessly push the frontier of pro-people governance. Second ramp on Hebbal Flyover open (for trial phase). Additional loop from Airport road to enter city is now being allowed for traffic.
