I believe this is just a ploy, I can be wrong but govt probably uses these kind of leaks to test the waters and based on the public reaction then releases the statements like this.
We all know govt pulling dumb moves in past without consulting stake holders, be it TCS on credit card, digital taxes on tech companies, or the import of laptop, tablets requiring govt licenses.
All of the above decisions were rolled back!
