It is about the transgressive, it is about the stuff that you don't like seeing, but deserves to exist. First it's incest, then it's loli, then it's depictions of drugs, then it's depictions of gang activity, then it's negative depictions of the police and law enforcement, then it's anything the government generally views as not in line with their personal values.
