@_xxItsRxx_ This is the outfit of one of the two new Smuggler NPCs added, this one is Lucia's. Elias and his outfit were also added. These likely won't be wearable as they're stored and named the same way the other Smuggler NPC's outfits are.

However, notably in some of these commendation icons are some unreleased Skelly appearances which will likely also be Skelly Curse cosmetics. This would be a new skull and maybe a new torso as well, but there's only data for one missing skull at the moment, no more torsos or legs

The Season 16 commendation icons have begun being added - once they're all in I'll post a thread here like I've done in the past with each icon and the commendation tied to it. We're only missing a few currently, along with a couple mislabeled.

My mistake, these trinkets are actually called Reaper's Bestowals, Reaper's Remains are a new chest loot item coming next season as well. They also have four tiers and Ashen variants, but there's no models for them yet.
