The CIA tasked CIA Station Chief for Tel Aviv, John Hadden, to collect samples of flora in the environment near the Dimona nuclear reactor. Israel had no capacity to enrich uranium but highly enriched uranium was found in the samples with a U.S. military signature of 97.7%, proving it came from the U.S. nuclear program. The fuel for naval reactors was enriched to 97.7% and was the exact type processed by NUMEC. CIA Deputy Director Carl Duckett later concluded in 1981: "The clear consensus in the CIA was that indeed NUMEC material had been diverted and had been used by the Israelis in fabricating weapons.” The entire time that JFK was demanding unrestricted access to Israel’s nuclear reactors in Dimona to prevent them from any developing nuclear weapons, Israel was covertly stealing weapons-grade uranium from the United States.
