No, he wasn't assured of getting the ticket by Bagudu. He made a last minute threat by threatening to deploy EFCC and FBI to revisit the Abacha loot (tied to Bagudu) but the later called off his bluff.
The only reason Bagudu struck some deals with him was bc he was the AGF. Man was nothing in the APC without his AGF portfolio. That was why he couldn't risk resigning. Look at Ameachi after he resigned as Transport Minister.

Malami's biggest political mistake was failing to secure the APC governorship ticket in 2023, a ticket many believed was his to lose. My understanding is that he was unwilling to resign as Attorney General to fully pursue that ambition, perhaps because leaving office could have exposed his stewardship and messed him up, however regardless, here we are today!
