Which causes a snowball effect of people entering legend and not expecting to get games with in a reasonable time frame causing them not to queue games. Hitting legend becomes far more of the final goal in these modes than in the pre-existing formats.

In a new format it takes long for people to get to legend and since there will be a low amount of legends once legend is reached people stop queueing afterwards. This causes long queue times since you cant get games against people outside of legend easily.

I think a fundamental issue with twist (and classic before it) is that the current rank system seems to not support formats that didn't exist when it was introduced. The current system seemed to be designed for already existing formats.
