PROJEK-PROJEK NETR ADALAH KERJASAMA KOMERSIAL SEMATA-MATA Dakwaan terbaharu yang mengaitkan saya dengan tindakan meluluskan atau memberikan keutamaan kepada mana-mana syarikat berhubung sebuah projek tenaga boleh diperbaharui di bawah Pelan Halatuju Peralihan Tenaga Negara (NETR) adalah tidak berasas dan berpunca daripada salah tafsir terhadap kerangka perundangan serta tatakelola yang sedang berkuat kuasa.  Isu ini timbul tidak lama selepas kami 8 orang ahli-ahli Parlimen menggesa Ketua Pesuruhjaya SPRM bercuti dan siasatan bebas terhadap dakwaan mafia korporat yang didedahkan oleh media Bloomberg.  Memorandum Persefahaman (MoU) yang dimeterai di antara entiti-entiti swasta di bawah NETR merupakan suatu bentuk kerjasama komersial yang selari dengan agenda peralihan tenaga negara secara menyeluruh, dan sama sekali bukan projek yang dianugerahkan oleh kerajaan mahupun melibatkan proses kelulusan di peringkat menteri. Projek yang dirujuk adalah tertakluk di bawah Skim Bekalan Tenaga Boleh Diperbaharui Korporat Malaysia (Corporate Renewable Energy Supply Scheme, CRESS), yang diperkenalkan pada September 2024 bagi membolehkan pengguna korporat memperoleh bekalan elektrik daripada sumber boleh diperbaharui secara langsung daripada pemaju tenaga melalui model akses pihak ketiga kepada grid nasional.  Di bawah kerangka CRESS, semua perjanjian dirunding dan dipersetujui secara komersial antara pihak swasta, serta dikawal selia oleh Suruhanjaya Tenaga dan pengendali grid yang berkaitan mengikut garis panduan yang ditetapkan.  Skim ini tidak melibatkan pembiayaan langsung oleh kerajaan, dan tidak memperuntukkan sebarang keperluan atau ruang bagi kelulusan menteri terhadap Perjanjian Pembelian Tenaga (Power Purchase Agreement, PPA) korporat secara individu. MoU seumpama ini lazimnya mencerminkan hasrat dan kesediaan sektor swasta untuk meneroka potensi pelaburan yang selari dengan NETR. Ia bukanlah instrumen penganugerahan projek, apatah lagi mekanisme pemberian keistimewaan oleh pihak Kerajaan.  Sepanjang tempoh saya memegang amanah, saya sentiasa berpegang teguh pada prinsip ketelusan, proses yang tertib dan berlandaskan undang-undang, serta pemeliharaan integriti institusi. Pendekatan dasar yang dilaksanakan bertujuan memperkukuh ekosistem tenaga boleh diperbaharui negara melalui mekanisme peraturan yang jelas, telus dan berstruktur, bukan melalui campur tangan bersifat budi bicara dalam urusan komersial antara entiti swasta.

RESIGNATION AS CABINET MINISTER I have today submitted my resignation as Malaysia’s Minister of Natural Resources and Environmental Sustainability (NRES) to Prime Minister Dato’ Seri Anwar Ibrahim, effective 4 July 2025. I will be on leave from tomorrow until 3 July 2025. Since my appointment to the Cabinet, first as Minister of Natural Resources, Environment and Climate Change (December 2022—December 2023), and then as Minister of Natural Resources and Environmental Sustainability (December 2023—July 2025), I have worked tirelessly with my Deputy Minister and dedicated civil servants to implement much-needed reforms. These include; but are not limited to, amending the Environmental Quality Act 1974 [Act 127] – Phase 1 and making Environmental Impact Assessment reports more transparent. Malaysia became one of the earliest countries to submit our National Biodiversity Strategies and Action Plan (NBSAP) – to halt the destruction of our nature. UN Secretary-General, Antonio Guterres had also praised the massive reduction in our deforestation. Within weeks in office, we also implemented subsidy retargeting for electricity under the Imbalance Cost Pass-Through (ICPT) Mechanism in Peninsular Malaysia. We likewise passed the Energy Efficiency and Conservation Act at the Dewan Rakyat. In the water sector, we managed to establish the much-needed Tariff Setting Mechanism. Although starting from scratch, the National Climate Change Bill (RUUPIN) is now in the final stages of being tabled to Cabinet and Parliament. However, I recognise that my-then position as Vice President of KEADILAN was a key consideration in my Cabinet appointment. As I have failed to defend my party post during its recent elections, I have decided to resign as a Minister. I would like to thank the capable civil servants, the excellent team at my office, and all public, private, and civil society stakeholders who have taught me so much and enabled us to implement significant changes during this period. We tried our best to take an open, consultative approach with all in introducing laws and designing policies. I look forward to returning to my position on the backbenches of Parliament, as well as focusing on my constituency work in Setiawangsa. To paraphrase the late British MP Tony Benn, “I am leaving Cabinet to devote more time to politics and the public service”.

PM has no business and no authority 2 accept such an apology. Not his job. Since Najib maintains innocence, Anwar’s acceptance condones d crime. It emboldens d corrupt, makes a mockery of the courts, undermines the MACC. Is this the prelude to releasing Najib on house arrest?
