03 - TALK TO EBONYI PEOPLE: PAYMENT OF GRATUITIES Yesterday, Monday, October 9, 2023, I visited the venue for the final screening of pensioners in the State. Following Governor Francis Ogbonna Nwifuru's urban renewal directives, work has commenced on the following streets: Igweore Street Achi Street Adazienu Street Elias Odili Street Laz Nwuzor Street Ben Igwenyi Street Ifitedunu Street, including adjoining roads. The road is currently undergoing pulverization. Next, it will be graded, properly compacted, reinforced with a solid stone base, then coated with asphalt and properly marked. WHEN LEADERSHIP INVESTS MASSIVELY IN PEOPLE, SILENCE IS IMPOSSIBLE There are achievements that deserve a mention, and there are achievements that deserve a movement of constant remembrance. The foreign scholarship programme by His Excellency, @FrancisNwifuru belongs to the latter. Some say it is being talked about too much. But how do you stay quiet over a project that is rewriting the future of hundreds of families and an entire generation? In a country where many brilliant young people abandon their dreams because of poverty, Ebonyi State today has over 300 sons and daughters pursuing fully funded Master’s and PhD programmes in the United Kingdom. Not partially funded. Not loan-based. Fully funded. Beyond that, over 500 others are studying across universities in Nigeria under the same government-backed educational vision. This is not politics as usual. This is leadership thinking beyond roads and buildings into the most valuable infrastructure any society can possess – HUMAN CAPITAL. And these beneficiaries are not studying random courses disconnected from global realities. They are studying Data Science, Cybersecurity, Engineering, Technology, Health-related disciplines, Artificial Intelligence and other future-driven fields shaping the modern world. Ebonyi is not merely sponsoring students; Ebonyi is strategically preparing a generation for relevance in a rapidly evolving global economy. The beauty of this investment is that the impact has already begun to speak. Some beneficiaries are already supporting their families financially while studying abroad. Those moving to doctorate from masters have shown groundbreaking academic performances and global exposure capable of transforming industries, governance and innovation back home. One scholarship is touching many households. One opportunity is restoring hope to entire bloodlines. This is why the conversation must continue loudly. Former Governor Martin Elechi once said, “When a particular thing is repeatedly said, it becomes part and parcel of everyone.” Repetition is not noise when the message is noble. Repetition builds culture. Repetition inspires continuity. Repetition teaches society what truly matters. Why then should anyone complain when people consistently celebrate education, knowledge, vision and empowerment? If we stop talking about transformational leadership, society may forget what transformational leadership looks like. But when we repeatedly amplify impactful governance, we challenge future leaders to do more, and we encourage young people to believe that excellence is still possible through government. The truth is simple: projects like this are rare, expensive and deeply intentional. In today’s harsh economic climate, funding hundreds of postgraduate students locally and internationally is not a casual undertaking. It requires courage, planning, sacrifice and a leadership mindset focused on tomorrow rather than applause for today. So yes, it deserves to be spoken about repeatedly. It deserves loud cheers because it is changing destinies. It deserves constant celebration because it is building the future intellectual backbone of Ebonyi State. And it deserves remembrance because generations yet unborn may one day look back and say: this was the moment Ebonyi decided to invest heavily in its people, not just its structures. EBSHIA SCREENS CIVIL SERVANTS FOR HYPERTENSION AND DIABETES, SET TO PROVIDE FREE TREATMENT AND CARE UNTIL RETIREMENT Earlier today, I had reason to visit the Cabinet Office in Abakaliki, where I was struck by an unusual surge of human activity. Curious, I made inquiries and discovered that Ebonyi State civil servants were gathered for ongoing medical screenings under the Ebonyi State Health Insurance Scheme (EBSHIA). Seeking clarity, I reached out to the Executive Secretary of the Agency, Dr-Divine Igwe, who explained that the exercise is focused on hypertension and diabetes screening - two silent but life-threatening conditions. According to him, the goal is simple but profound: early detection to prevent long-term complications and financial burden on workers. What stands out is not just the screening itself, but the structured, forward-thinking plan that follows. Civil servants diagnosed with these conditions will be assembled in the coming weeks and assigned to specialist care, including cardiologists, for consistent monitoring and management until retirement. They will receive medical support, including medication - completely free of charge. Beyond treatment, they will also have direct access to consultants, eliminating the risks associated with self-medication and poor health decisions. This is not a token intervention; it is a deliberate, people-centered policy designed to safeguard the health and productivity of the workforce. When placed alongside the data captured in the EBSHIA report - from over 137,000 enrollees to thousands of screenings, treatments, and life-saving interventions - it becomes clear that what is happening goes far beyond routine governance. This is a systemic investment in human capital. Governor Francis Ogbonna Nwifuru’s approach to healthcare, particularly for civil servants, reflects a rare blend of compassion and strategic foresight. By ensuring free enrollment into the state health insurance scheme and guaranteeing access to quality healthcare at all levels - primary, secondary, and tertiary, he is not only reducing out-of-pocket expenses but also restoring dignity and security to public service. At a time when many would treat healthcare as a privilege, this administration has made it a right, fully funded, well-structured, and sustainably managed. This intervention, even in its current scale, is already impactful. The fact that initiatives like this screening exercise are not yet fully captured in existing statistics only suggests that the true extent of this administration’s investment in health is even deeper than what is publicly documented.
