Yes, during Biden's presidency Adam Schiff repeatedly highlighted high gas prices and blamed Big Oil for "price-gouging" and record profits. In 2022 he sponsored a bill to suspend the federal gas tax and impose a windfall profits tax on oil companies to bring prices down, while pushing the White House on it. No record found of him stating that the president doesn't control gas or energy prices. His focus was on corporate accountability and policy fixes instead.
