Somebody should file an urgent petition before the @SCPh_PIO re the recent "appointment" of #TulongTino. The Congress is still in session until 06 June 2026. His appointment as "acting" @laborgovph Secretary is suspicious at the very least, probably to skirt the formal nomination process and then he'll be given an ad interim appointment on June 7, thereby making him Secretary until at least July 31. Acting this & that are not appointed, they are designated to fill a vacancy & act in a temporary capacity from within the department/bureau/agency/etc., pending the nomination and appointment of somebody to carry the portfolio in accordance with the Constitution, because the department needs a head of agency and this post should never be left vacant at any time. "Appointing" somebody from the outside to "act" is a slap on the faces of all the USECs & ASECs of the department who, to my mind, know more about the work than any summa cum laude coming from the outside. This must be definitively addressed by the SC before we become a real banana republic. Someone from the outside "appointed" in an "acting" capacity only means he/she is doubtful to be confirmed by the CA or the President is just playing with the appointee ... hoping he/she will make a mistake soon so no formal nomination needs to be made before he/she exits. In short, walang bilib ang Pangulo sa kanya. The appointment of somebody from outside the institution to act in a temporary capacity is like asking a tambay from the corner to look after your car because you're going to the other corner to buy something. That tambay knows nothing about you, your car, or what's inside your car. If there's a break in or the tow truck arrives, being a good Pinoy, he'll just say "wala akong alam dyan tambay lang ako dito." Let's stop appointing acting officials. If the appointing authority cannot make up his/her mind yet, then by all means go ahead and designate somebody from within to act as HOA. Simple lang naman iyan kaysa kung sinu-sinong sablay ang ilagay na magkakalat din naman. @bongbongmarcos
