Because Bitcoin doesn't yet have enough monetary users competing for blockspace to consistently price out spammers. The real fix isn't chasing spam, it's growing genuine demand. Improve Bitcoin's UX so more people use it self-custodially, and monetary transactions will naturally outbid non-economic uses.
