I thought the uniform Wing-D wasn't distinct enough for what it was, so i wanted to give it a redesign! Wing-D is supposed to be a disciplinary wing, or the closest to a "punishment" wing. Wing-Ds have no obligations in the workplace aside from being used for relief.
