While he's not "only powerful with the hex build", that's really the only time he's "overpowered".
Other than that, he's fine. Especially in the context of the current games balance. You quite literally can not call this overtuned in the context of the current meta.
(and people saying his spike is impossible to dodge...is wild to me)

I've heard so many people claim Jason is only strong with a full hex build and it's absolutely not true You can make him incredibly strong with quite a few builds, the one thing that elevates his power level the most is his Deputy Badge addon as it gives him incredible map pressure and the ability to regress Generators with no time investment I have no doubt that you could streak him into the 100s of wins without Thrill or Blood Favour

One build cannot represent how strong a killer is, Jason at face value just does well with hexes but people just tend to forget he's great at other things too such as protecting a 3 gen, a 3 gen with jason, with the right perks, is almost unwinnable if the jason is good enough.
