The ongoing global challenges, make it imperative for us to learn from our complicity in the killing of Muammar Gaddafi. By Dr. Zamani Saul, ANC Northern Cape Provincial Chairperson 04 March 2026 South Africa was complicit in the killing of Muammar Gaddafi. This was as a consequence of ill-informed political choices made by former President Jacob Zuma and the the then cabinet that ignored the caution by the ANC NEC. South Africa's support of the UN Security Council Resolution 1973 passed on the 17th of March 2011, was intensely discussed during the February 2011 NEC meeting. The deliberations occurred after former President Jacob Zuma delivered his Political Overview during a meeting of the ANC NEC, just weeks before the resolution was passed. UN Security Council Resolution 1973 was framed under the pretext of civilian protection, imposing a no-fly zone over Libya and empowering member states to use “all necessary measures” to uphold the mandate. During that NEC meeting, some NEC members learned that South Africa planned to support the Resolution 1973 for a no-fly zone over Libya, prompting a wave of apprehension. The predominant concern centered on the potential that the resolution would grant NATO, the principal enforcer of UN Security Council resolutions, unfettered authority over the airspace of Libya. The fear of the NEC members was that the resolution could pave the way for the killing of Muammar Gaddafi and ultimately result in regime change. That was one NEC debate where former President Jacob Zuma became heavily engaged, asserting that unrests were occurring in Libya and that Gaddafi planned to use aerial bombardments against his own people. This argument was dismissed by some NEC members, prompting the NEC to assign the former Minister of International Relations, comrade Maite Nkoane-Mashabane, to compile a brief report on the issue for presentation to the NEC after the lunch break. The brief report was later presented but faced significant pushback from numerous NEC members. Many expressed concerns that the proposed no-fly zone resolution put at risk the life of Gaddafi and could lead to severe political turmoil and instability in Libya. The former President re-engaged in the discussions and during his closing remarks reiterated for the support of UNSC Resolution 1973. I must confess, that was a depressing moment in the ANC of shapelessness both in content and form. During the UN Security Council meeting on the 17th of March 2011, South Africa supported Resolution 1973, breaking ranks with its BRICS partners; Brazil, Russia, India, and China—who chose to abstain. If South Africa could have voted against the resolution or abstained that would not have stopped its passing, but would have been a strong principled stance for pan Africanism and an unequivocal expression of anti-imperialism. Shortly after the adoption of the resolution, NATO entered Libyan airspace, provided military and logistical assistance to anti-Gaddafi paramilitary factions and radical groups. This intervention ultimately culminated in his brutal murder and the overthrow of his regime. Gaddafi’s troubles started in 2006, during the gathering of the Organisation of Petroleum Exporting Countries (OPEC) in Doha, Qatar. In that gathering he boldly condemned the dominance of the US dollar over the oil trade, urging for a shift towards alternative currencies.
