The difference between a main tank and an off tank is actually a common misconception that has been spread around for years. The concept of a main/off tank is an Overwatch thing, and the creator in the OP is using the overwatch definitions. A main tank is a tank that grabs all the attention to create space usually by doing something very instantaneous, like venom doing a dive or wrecking ball doing a dive. The off tank is the tank that's playing off of that aggression and helping hold the space that the main tank is taking. So if Venom initiates and is distracting the backline, and I'm playing Magneto and moving forward because of that backline distraction and taking advantage of the space the venom is creating by forcing the team to turn around, Venom is the main tank, and Magneto is the off tank. The definitions have become swapped over time but that's what it originally meant in the Overwatch coaching scene.
