TOLENTINO SPONSORS BILL GRANTING FILIPINO CITIZENSHIP TO CHINESE NATIONAL WITH ALLEGED POGO TIES; RISA LONE 'NO' VOTE
Senate Majority Leader Francis Tolentino sponsored the bill granting Philippine citizenship to Chinese national Liduan Wang, which the Senate approved on its third and final reading on Monday, January 27.
The committee report recommending the grant of citizenship was previously signed by Tolentino, Sen. Bato Dela Rosa, Sen. Robinhood Padilla, Sen. JV Ejercito, Sen. Bong Go, Sen. Chiz Escudero, and then-Senate Majority Leader Joel Villanueva.
Senate Deputy Minority Leader Risa Hontiveros, who did not sign the committee report, was the only senator to vote "no" on the measure, citing Wang's alleged ties to Philippine offshore gaming operations (POGOs) and other concerns.
"Mr. President, I cannot in good conscience vote to grant Filipino citizenship to Liduan Wang," Hontiveros stated during her explanation of vote.
She emphasized that granting citizenship involves the full authority of the legislature and requires rigorous scrutiny and discernment.
"We owe that much to the Filipino people. Obligasyon nating siyasatin ang kasaysayan at pagkatao ng aplikante beyond what he has already declared in his own interest," Hontiveros said.
During her interpellation, Hontiveros raised multiple red flags about Wang's background. She revealed that Wang is connected to a junket operation and was a business partner of Duanren Wu, the alleged leader of a POGO raided in Porac, Pampanga. Additionally, Wang’s business shared a building with that of She Zhijiang, a self-confessed Chinese spy. Wang also had ties to the Philippine Jinjiang Yuxi Association, allegedly linked to the United Front work of the Communist Party of China. Furthermore, Hontiveros noted that Wang presented himself as a Filipino named Mark Co Ong in official SEC documents.
"Hindi pa ba tayo natuto sa panloloko ni Guo Hua Ping, alias Alice Guo, o kay Yang Jianxin, alias Tony Yang?" Hontiveros asked. "Hindi pa ba tayo nadala sa mga abusadong dayuhang nagpanggap na Pilipino para pagkakitaan ang taumbayan at dungisan ang ating mga sistema?"
While Hontiveros clarified that she did not judge Wang as guilty of any crime, she argued that the red flags were sufficient to oppose granting him citizenship without further investigation.
"Sa buong paniniwala ko, ang nararapat gawin ng gobyerno ay imbestigahan si Liduan Wang — hindi magpasa ng batas para ituring siyang isa satin," she concluded.
For these reasons, Hontiveros confirmed her "NO" vote on the measure.
