I admire ambitious thinking and bold goal-setting to change things for the better. But this just sounds like A-level Sociology: utopian thinking, outside of human behavioural psychology or the bureaucratic restrictions of a megolithic health service. It's a shame. Because we do need to do SOMETHING about drug use.
