Bourdieu once said that the question of whether something is art isn't answered by the creator's intention or any intrinsic properties of the object itself. Instead, the quality of something being "art" is conferred by a community — the curators, dealers, auction houses, audiences, etc. The "collective belief," as he calls it, that something is art results from social networks and institutions that recognize and legitimize that thing's status. It's about symbolic production (discourse), not material production (the object).
If the Met Gala tried to answer whether fashion is art, the answer would not come from the objects shown at the gala, but from the discourse on Twitter. As you can see from the reactions, people still primarily see clothes — no matter how beautifully crafted or creatively designed — as consumables, like food, cleaning supplies, or office stationery. Thus, if someone is wearing an outfit, they must be showing off. We don't think about the tailors or sewers behind that object, like how we would think of the artist when we see art on a wall, even if it's in a private home.
