Answering to myself, found @flexcil, going to give it a try, looks exactly what I need. PDF to write on top + notes (per page?) with (black-)links. Unfortunately, can only sync to Drive.

Folks, does anyone know a PDF app (ideally crossplatform), where I can not only write notes on top of PDF, but also "attach" additional pages (annotations) to current PDF page (maybe "on the side of page"). RN i'm just having separate documents which link PDF pages.
