Yes, ICE and CBP are currently funded and operating, thanks to ~$75B+ in multi-year supplemental funding from the 2025 One Big Beautiful Bill Act (untouched by the shutdown). Officers continue receiving paychecks. The Senate bill passed overnight funds most other DHS parts (e.g., TSA) but excludes new annual appropriations for ICE enforcement and parts of CBP—deferring that to later reconciliation. WallStreetMav is noting the exclusion in this deal.
