Kahit aprubado na sa Kamara ang House Bill No. 4058 o 2026 General Appropriations Bill, hindi po dito natatapos ang ating tungkulin at pagbabantay.
Pagkatapos ng pagsusuri sa Senado, dadaan pa ito sa Bicam. Kaya di rin natin tinatantanan ang isinusulong nating open at transparent Bicam–kasama ang ating fellow @LiberalPH Tres Marias Reps. Krisel Lagman and Kaka Bag-ao, at Akbayan Reps. Chel Diokno, Perci Cendaña, at Dadah Kiram Ismulah.
Para iwas singit at nakaw sa budget, dapat i-livestream ang Bicam!

𝗜 𝘃𝗼𝘁𝗲 𝗡𝗢 𝘁𝗼 𝘁𝗵𝗲 𝟮𝟬𝟮𝟲 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗔𝗽𝗽𝗿𝗼𝗽𝗿𝗶𝗮𝘁𝗶𝗼𝗻𝘀 𝗕𝗶𝗹𝗹!
𝗪𝗮𝗹𝗮 𝗻𝗮 𝗱𝗮𝗽𝗮𝘁 𝗨𝗻𝗽𝗿𝗼𝗴𝗿𝗮𝗺𝗺𝗲𝗱 𝗔𝗽𝗽𝗿𝗼𝗽𝗿𝗶𝗮𝘁𝗶𝗼𝗻𝘀. 𝗪𝗮𝗴 𝗹𝗮𝗻𝗴 𝘇𝗲𝗿𝗼, 𝗸𝘂𝗻𝗱𝗶 𝗡𝗼, 𝗡𝗼!
Sa kabila ng matagumpay nating mga ipinaglaban sa proposed 2026 National Budget, mas mabigat pa rin ang mga nakita nating item na hindi katanggap-tanggap.
Humihingi ang Judiciary ng ₱28.31 billion reconsideration — pero ang ibinigay lang ay ₱1.46 billion. 5.15% lang po ito. Isang co-equal branch na may napakalaking papel ang Hudikatura, pero kulang-kulang ang suporta. The Judiciary deserves not just respect in words — but support in resources.
We are also dismayed by the cut in the additional budget for the Commission on Human Rights. Taon-taon na lang, underfunded ang CHR. Hindi dapat kinukuripot ang pangangalaga sa ating dignidad at karapatang pantao.
Pagdating naman sa Unprogrammed Appropriations, I firmly believe that it’s time to stop having this in the national budget.
Unang rason: Unprogrammed Appropriations have no definite source of financing. Walang tiyak na pagkukunan na koleksyon ng buwis o utang para dito. Kung wala palang pera ay bakit magbabalak na gumasta?
Pangalawang rason: The practice of having Unprogrammed Appropriations is tantamount to undue delegation of legislative power to the Executive. Only the legislature has the power to appropriate. In the past, billions have been authorized to be released without adequate congressional scrutiny and sufficient safeguards. Naging pugad tuloy ito ng mga ghost, sub-standard and overpriced projects. Also, some UA items came in lump-sums, with no specificity or itemization, with no prior determination of, say, real projects and actual recipients. Only the Executive knows how unprogrammed funds are being used, and we in Congress and the public find out only after the fact. This abdication of the congressional power of the purse must be discontinued.
Pangatlong rason: Nagiging kumbenyenteng parkingan ang Unprogrammed Appropriations ng mga dapat naman ay programado at obligado nang mga gastusin. This practice has created persistent false hopes and mass deception among the affected sectors and agencies, who have been made to budgetary support when no real funding actually exists. Kung wala nang UA, mapipilitan ang Ehekutibo at Kongreso na talagang pondohan ang mga ito, sapagkat may mandato at prayoridad sa ilalim ng mga batas o kontrata. Prime examples of these are the “revised AFP modernization program”, “prior years’ LGU shares”, “support to foreign-assisted projects” and “budgetary support to GOCCs.”
I also expressed disappointment on the rejection of the proposed amendments to the Special Provisions on Unprogrammed Funds, as proposed by Representative Tinio, that would have provided additional safeguards against abuses of unprogrammed funds. Kung ipinipilit pa rin ang unprogrammed appropriations, bakit nireject pati ang additional safeguards at accountability mechanisms para dito?
Therefore, my stand against the Unprogrammed Appropriations is a constitutional imperative and a moral obligation on my part.
This Representation votes NO vote to House Bill No. 4058.

Ito bang pagmamatigas ng ICI, ito rin ba ang gusto ng Pangulo?
If he is one with the clamor for transparency, we call on the President to urge the ICI—created through his Executive Order No. 94—to livestream its hearings.
A fact-finding body like the ICI, dealing with matters of such importance must be transparent and open. People need to know what’s happening to allay fears and dispel any suspicion of a potential cover-up or whitewash.
With the House Infra Comm joint inquiry already suspended, and no hearing yet scheduled by the Senate Blue Ribbon Committee, Filipinos are eager to know the current status and the pacing of the investigation.
Kaya nga binuo ang ICI dahil sa kagustuhan ng publiko na malaman ang buong katotohanan, tapos isisikreto lang nila ang pagdinig. Para naman tayong naglolokohan. Nakapanggagalaiti na.
Aside from transparency, the ICI urgently needs greater power. That’s exactly why we have been pushing, along with the co-authors of House Bill No. 4453, to complement it and make it stronger.
We are wondering: What’s taking the House leadership so long to act on it? And why hasn’t the President certified it as urgent?

Nadidismaya tayo sa desisyon ng Independent Committee for Infrastructure na gawing sarado sa publiko ang kanilang mga pagdinig. Lalong ipinapakita nito ang pangangailangan ng agarang pagpasa ng ating House Bill No. 4453, na naglalayong gawing bukas sa publiko ang lahat ng pagdinig sa mga isyung mahalaga sa taumbayan. Sa pamamagitan nito, masisiguro nating ang bawat mamamayan ay may access sa tamang impormasyon at may kakayahang makilahok sa mahahalagang usaping pampubliko.

ICI hearings must be open to the public. Sa mga hearing na ito, hindi lang sa mga isinasangkot nakatutok ang taumbayan, kundi pati na rin sa mga nag-iimbestiga—kung tapat at epektibo ba nilang nagagampanan ang kanilang tungkulin.
People are watching. Mahiya naman tayo sa taumbayan. Ninakawan na nga ng trilyong piso, pagkakaitan pa ba sila ng buong katotohanan sa imbestigasyong ito?

I condemn the violence at Mendiola. This is not what we aimed for in going to the various rallies yesterday against corruption and the plunder of government infrastructure projects. This is not how we deal with disgust at people who steal billions while millions go hungry.
Yet, I cannot get myself to condemn the groups that instigated the violence, only their violent methods. The crowd at Mendiola appears to have largely consisted of urban poor youth organized in social media interest groups. They came to protest with us. Whether we like it or not, they are also fed up with the corruption of DPWH officials, congressmen and senators, and government contractors. More than us, they literally are that sector of the population from whom food that is to be fed to their families is snatched from their mouths by the likes of Sarah and Curlee Discaya, former DPWH Engineers Henry Alcantara and Brice Hernandez, and corrupt lawmakers and public officials. As Jam Alindogan said, they were also the primary victims of Duterte's drug war and draconian pandemic lockdown orders. They suffered the most. As they said, "palagi na lang kami ang ninanakawan, kahit kami naman ang pinakamahirap". There is no worse crime than stealing from the poor.
I commiserate with the Manila policemen who became victims of their violence for simply doing their job. I am impressed by their patience and display of maximum tolerance. You did not deserve to be at the receiving end of the violence. Hindi naman kayo ang mga nagnakaw sa mga raliyista at kanilang mga pamilya. Ang mga nagnakaw nandoon sa kanilang mga mansyon, pinapanood na magsakitan ang kanilang mga ninakawan, binabato at hinahataw ang isa’t isa dahil galit na ang taumbayan. Ngunit sa galit, hindi puwedeng kahit kanino na lang pwede ibaling ang poot. Lalong lalo na, hindi sa pulis. Hindi sila ang mga magnanakaw. Sa katotohanan, pare-pareho kayong biktima ng mga magnanakaw. Bakit kayo-kayo ang nagsasakitan?
I would like to appeal to the Manila Police District not to compound the violence that transpired yesterday with another kind of violence, the violence of the State. Huwag na sana ninyong ipagkait sa mga raliyistang inaresto ang kanilang karapatan sa abogado at iba pang karapatan ng mga naaresto. Idaan nyo sila sa proseso ng batas. Ikulong ang dapat makulong. Hayaang magpiyansa ang hindi naman kakasuhan ng non-bailable na krimen. Irespeto ang kanilang mga karapatang pantao, kahit kahapon hindi kayo nirespeto bilang mga alagad ng batas.
Sa huli, matuto tayo sa mga pangyayari. Ayaw nating maging Nepal. Panagutin natin ang mga magnanakaw sa tamang paraan at sa mapayapang pakikitungo sa isa't isa. Kung hindi ka isa sa mga Discaya, Alcantara, o sa iba pang sangkot na mga mambabatas at opisyal ng gobyerno, kasama ka sa mga biktima. Hindi dapat tayo ang nagsasakitan.
