I taught 1st grade in NYC for 6 yrs at 3 diff schools. NONE had a phonics curric. Shared Rdg with big books was considered phonics (guess & check). In 3rd gr I was given Words Their Way, which was weak and I mostly recall lots of little papers on the floor, but it was something.
